In the hearing, pallone asked bowman how icd-10 would prevent fraud and enable a more fair reimbursement model. Bowman referred to a vascular procedure billed stating that there currently is not a distinction between a finger vessel or aorta repair. A more specific diagnosis is not going to impact the payment rate as the rate is based on the cpt not the icd code.
